Emergency Procedures for UO Portland
What to do in the six situations most likely to require it. Read it now rather than later: the point of advance planning is that you do not have to work anything out while it is happening.
Run, hide, or fight.
Do not second-guess yourself. If you think you hear gunshots, act immediately.
Run
Get out if you safely can.
- Move quickly and leave your belongings behind.
- Call 911 once you are safe.
- Stay well away from the area.
Hide
If running is not an option, or there are no safe exits.
- Get out of the attacker's line of sight.
- Lock the door, or block it with whatever is to hand.
- Silence your phone.
Fight
Only as a last resort, when running and hiding are not possible.
- Use whatever is around you as a weapon.
- Throw things to keep distance.
- Work together with others.
Assume the threat is lethal, whichever of the three you are doing.
Everyone leaves, and nobody goes back in.
- Every person in the building evacuates. There are no exceptions for finishing something first.
- Use the stairs. Never the elevators.
- Take your keys, phone, and wallet if they are already to hand.
- Go to your building's assembly point and stay there so you can be accounted for.
- Do not re-enter until you are told it is safe.

Rescue, activate, contain, extinguish, evacuate.
- Rescue anyone in danger, only if you can do it safely.
- Activate the nearest pull station, then call 911 and give your exact location and your name.
- Contain the fire by closing doors and windows behind you as you leave.
- Extinguish only a small fire, and only if you are trained, equipped, and safe doing so.
- Evacuate using the stairs.
Get away from it, then report it.
- Move away from the spill or release to somewhere safe.
- Call Campus Safety on 503-412-3700 and describe what you saw.
- Warn others to stay clear. If it is life-threatening, pull a fire alarm to empty the building.
- Tell responders if you were exposed, or if you know anything about what was released.
Call 911 first, then help if you can.
- Call 911, then call Campus Safety on 503-412-3700 so officers can meet the ambulance and get it to the right door.
- Put on gloves or other protective equipment before giving aid.
- Help within your training and what you are comfortable doing, using whatever equipment and people are available.
- Stay with the person until responders arrive.

Stay inside, and wait to be told it is over.
- Pick the location that gives you the best protection for whatever the situation is.
- Take your personal belongings with you if there is time.
- Stay where you are until you are told it is safe to leave.

Four things to write down before you need them.
Keep them somewhere you can reach quickly, which means on your phone rather than in a drawer.
- Your building's address.
- Your office or work space room number.
- Your building manager's name and phone number.
- Your building's evacuation assembly point.
And one thing to do rather than write down: register a mobile number for UO Alerts, or text UOPDX to 333111.
